Orlando Catuiran received his BSc. In Information Systems and MSc. Degree in Information Technology from St. Paul University, Tuguegarao City, Philippines in 1997. He completed his PhD in Business Management, Management Information Systems Track at University of La Salette, Santiago City Philippines, in 2001. He worked as a faculty member of St. Paul University from 1995 to 1997, University of La Salette from 1997 to 2006, and AMA International University Bahrain from 2007 to 2008. He also served as the Systems Administrator of University of La Salettem Santiago City Philippines from 2003 to 2006. His research interests are in information systems, e-government, and e-learning.
